PRESS RELEASE: 2/17/2025 - Criminal Sexual Contact, Lewdness, and Harassment

PRESS RELEASE:

North Plainfield BORO., N.J. - North Plainfield Police Chief Alan McKay announced the arrest of Hassan Carter, 26 of Basking Ridge N.J. Hassan Carter was charged with criminal sexual contact, lewdness, and harassment which occurred at a residence in North Plainfield on the morning of Monday, February 17, 2025.

Chief McKay stated that at approximately 1:22 p.m. on Monday, February 17, 2025, a North Plainfield resident responded to the Police Department lobby reporting that they hired a HVAC company located in Milford, NJ to repair their HVAC system at their residence. Hassan Carter was dispatched to make the repairs at the victim’s residence. Carter arrived at the victim’s residence at approximately 8:48 a.m. to complete the repairs. While in the basement area of the residence, Carter was captured on the victim’s surveillance system watching a pornographic video on his work-issued iPad. Carter was additionally captured intentionally touching the victim’s buttocks. At one point, while the victim was in another area of the basement, Carter was captured masturbating.

Detectives from the North Plainfield Police Department Criminal Investigation Unit responded to Carter’s residence and he was subsequently transported to Police Headquarters for an interview.

Chief McKay stated that as a result of this investigation, on Monday, February 17, 2025, defendant Carter was arrested and charged with 4th Degree Criminal Sexual Contact, Lewdness (a Disorderly Persons Offense), and Harassment (a Petty Disorderly Offense). Defendant Carter was subsequently transported to the Somerset County Jail where he was lodged pending a hearing in this matter.

Note: The charges are merely an accusation and the defendant is presumed innocent until proven guilty.
